Thomas Hobbes believed that without a central authority, human nature drives individuals to act in self-interest, leading to chaos and conflict. In Leviathan, he argued that only a powerful government could impose order and ensure social stability through strict regulations. In modern times, this perspective is relevant when discussing AI Regulation to maintain control and order in rapidly evolving technologies.
From a Hobbesian perspective, AI could serve as a modern Leviathan, regulating human interactions, economic markets, and societal structures. If managed properly, AI regulation could bring stability and efficiency. However, Hobbes also warned against unchecked power. Without oversight, AI could become a tool of oppression, enabling technological tyranny where algorithms define the limits of human freedom.
Thus, Hobbes’ philosophy suggests that AI governance should mirror the sovereign authority of a state. Regulatory frameworks must ensure AI benefits society while preventing misuse. Without this balance, AI regulation could either serve the common good or fall into the hands of corporate monopolies or state surveillance, creating the very chaos Hobbes feared in his work, Leviathan.
AI as a guardian of individual rights and liberty
In contrast to Hobbes, John Locke had a more optimistic view of humanity. He believed that individuals possess inalienable rights to life, liberty, and property. Governments, in his view, exist to protect these rights rather than impose control. Locke argued that people are rational beings capable of self-governance when their freedoms and personal agency remain intact. This also matters when considering AI regulation in a world reminiscent of Leviathan.
Through a Lockean lens, AI should enhance individual freedoms rather than restrict them. AI systems should operate transparently, allowing people control over their data. Ethical AI frameworks should be built on consent, data ownership, and privacy protection—extending Locke’s concept of property to include digital information.
