Balancing progress: Southeast Asia’s AI boom faces regulatory reckoning

Artificial Intelligence (AI) regulations across Southeast Asia (SEA) are expected to gain significant momentum in 2025. These regulations will trigger governments’ movements to manage the region’s rapidly expanding AI economy. According to global technology intelligence firm ABI Research, enterprise spending on B2B AI solutions in SEA will reach US$3.2 billion by 2028. It will grow at a compound annual growth rate (CAGR) of 13.7%.

Fueled by substantial investments from international large-scale cloud service providers (CSP) and ongoing advancements in AI innovation, SEA governments are working to balance innovation with trust, safety, and ethical considerations in their regulatory environment.

“SEA’s regulatory approach to AI governance is still largely anchored in the ASEAN Guide on AI Governance and Ethics released in 2024,” says Benjamin Chan, Research Analyst at ABI Research. “However, countries are closely observing global developments. For instance, they are watching China’s forthcoming AI regulations and the EU’s rollout of the AI Act. This will happen before finalizing their own national policies.”

Major technology players, including Microsoft, Alibaba, Google, Amazon, and Nvidia, are expanding their operations in the region. This prompts governments to anticipate a surge in AI development and localized investment. At the same time, these trends underscore the growing need to address data privacy, consumer protection, and responsible AI deployment.

Several SEA countries have already signaled regulatory intent. For instance, Indonesia plans to release its AI regulatory framework as early as Q2 2025. Meanwhile, Thailand and Vietnam have released draft laws covering AI, digital technologies, and personal data protection for public consultation.

To complement regulatory efforts, governments across the region are also prioritizing workforce readiness. Initiatives in AI-focused education and reskilling are being introduced to ensure a talent pool capable of supporting enterprise AI adoption.
