For years, artificial intelligence (AI) has quietly embedded itself into advertising. It has generated faces that never existed, voices that never spoke, and endorsements that no human ever gave. Much of this unfolded in a regulatory vacuum, as the technical sophistication of AI raced far ahead of society’s capacity to govern its use in persuasion. South Korea’s decision to mandate the labelling of AI-generated advertising marks a decisive rupture with that past. It is not merely a new compliance requirement; it is a statement about where power, responsibility, and trust must now reside in the AI-driven marketing ecosystem.
Beginning in 2026, all advertising content created or modified using AI in South Korea must be clearly identified as such. The country is positioning itself at the forefront of AI governance in marketing not by constraining innovation, but by insisting that it become visible, accountable, and contestable. In doing so, South Korea is forcing a question the industry has largely postponed: can AI-driven persuasion remain legitimate if its presence is concealed?
The real trigger: When synthetic persuasion became a public risk
This decision did not emerge from abstract ethical debates or futuristic speculation. It was a direct response to a rapid and deeply troubling rise in deceptive digital advertising. In 2024 alone, South Korean authorities uncovered nearly one hundred thousand illegal online advertisements related to food and pharmaceutical products, a dramatic increase over the previous year. Much of this content relied on AI-generated imagery, deepfake videos, and fabricated expert personas designed to exploit precisely the credibility cues consumers have learned to trust.
The pattern was not confined to fringe platforms or obvious scams. Highly realistic AI-generated doctors promoted weight-loss products. Synthetic celebrities endorsed cosmetic treatments.
